Toowoomba and Surat Basin Enterprise (TSBE) is pleased to announce the appointment of Jo Sheppard as its new Chief Executive Officer, as TSBE enters its next chapter as an independent organisation.
Incoming TSBE Chair Ian Macfarlane said the Board was delighted to welcome Ms Sheppard back to the organisation.
“Jo is an outstanding appointment for TSBE. She knows the organisation and the region and brings the leadership, networks and regional understanding needed for this next phase,” Mr Macfarlane said.
Ms Sheppard previously served as General Manager of Food Leaders Australia within TSBE and is currently CEO of the Queensland Farmers’ Federation (QFF), where she has built strong networks across agriculture, energy, water and infrastructure. She also brings direct local government experience as former Mayor of Paroo Shire Council and cross sectorial knowledge having worked across multiple industries throughout her career.
“Jo also has extensive experience in membership organisations, having held senior roles with QFF, the Toowoomba Chamber of Commerce, Momentum Mental Health (formerly the Toowoomba Clubhouse), AgForce and TSBE. That experience will be invaluable as we sharpen our focus on member value, advocacy, partnerships and regional growth,” Mr Macfarlane said.

Outgoing TSBE Chair April Cavanagh said Ms Sheppard’s appointment would bring confidence and stability as the organisation enters its next phase.
“Jo is a highly respected regional leader who will bring focus, stability and strong stakeholder confidence to TSBE at an important point in its evolution. She is exceptionally well placed to lead the team, work with our members and partners and continue TSBE’s strong advocacy for the Darling Downs and Surat Basin,” Ms Cavanagh said.
“I also want to acknowledge and thank the TSBE team. Their professionalism, energy and commitment have been critical throughout this transition and have positioned the organisation strongly for the future.”
Ms Sheppard’s appointment comes as TSBE transitions to independence from Toowoomba Regional Council, with the next phase to be led by incoming Chair Ian Macfarlane.
The organisation is also pleased to confirm that Michael McNab and Emily Pullen will join the TSBE Board, further strengthening its leadership as it enters this new chapter.
“With Jo as CEO, and with Michael and Emily joining the Board, TSBE is well placed to continue championing the Darling Downs and Surat Basin and delivering for our members and stakeholders,” Mr Macfarlane said.
Ms Sheppard will commence full time with TSBE on 13 July with the transition from QFF to TSBE beginning 8 June.
